In Brief   To provide a professional and responsive HR service, including providing advice and guidance to Directors/Senior Managers and managers on all operational Human Resources issues, in support of the achievement of HR, Department and Business objectives for designated departments within the Business. To act as an advocate for the new ways of working gaining maximum benefits from synergies with Arriva. About the job

  • Jobholder acts as focal point for delivery of the Equality , Diversity and Inclusion Plan

  • To provide the necessary Management information both for internal usage but also stakeholder requirements

  • To deliver the health and wellbeing plan , including support for the Mental Health Working Group.

  • To develop and deliver the employee engagement plan liaising with external communications team to ensure consistent messaging

  • To be the owner for design and deliver of the employee survey in liaison with Arriva

  • To maximise the data and analytics produced within the department to add decision making and business cases through effective use of Workday and Empactis


  • Aim is to establish true business partnering for area of responsibility – HO employees

  • Maintain positive Employee Relations through proactive union relationships

  • Works closely with the departments leaders to establish proactively requirements from HR with the aim to  ‘ensure the HR team deliver the best possible HR service’, including supporting the team in the delivery of the workload.

  • Expected to provide a support service with special emphasis on dealing with complex ER issues and, working with unions at Departmental level.

  • Leads on various key projects as required by the business

  • Works with the Learning & Development Manager/Advisor in meeting training needs.

  • Works with Internal communications team as required.

  • Work with Arriva Employment Law team to ensure legal compliance


Key Accountabilities:


Recruitment and Selection

  • Working with the relevant managers to establish ongoing resourcing requirements and ensure  effective liaison with the resourcing team to attract and select the best possible candidates  for Head Office 

  • Ensure that legislative compliance with particular reference to equality/inclusion.

  • To work with the Recruitment Advisor to develop targeted strategies to improve diverse recruitment



To ensure a seamless transition from the resourcing team to onboarding and probation.


Team Management


  • To support the HRBP in the management of the HR team to ensure development and day to day workload management


Data and Analytics


  • To ensure compilations of people committee and board reports together with reporting requirements to the DFT

  • To proactively use data to drive business cases

  • 5.    Employee Relations

  • To provide effective ER management for area of responsibility Absence Management


Employee Engagement


  • Assist the HR team in delivering employee engagement activities eg. employee survey, HR wellbeing initiatives, and other HR initiatives acting as an ambassador

  • Live the company culture and values and ensuring these are reinforced in everything we do.

  • Ensure briefing of the HR team , together with Performance reviews and objective setting


Learning & Development


  • To act as a link between the relevant Business Department and the L&D Manager to ensure that Departmental training needs inform the development and provision of training or where raised your customers L and D needs.

  • Develop, and where appropriate, deliver training/coaching of managers to improve people management skills particularly in the area of Diversity and Inclusion


Reward & Recognition


Oversee Recognition and benefit processes as required. Eg. Cycle to work scheme, flu jabs , annual leave purchase.


Workday and People Systems


To fully utilise the capability of Worday for reporting


Process Improvement


Suggest and implement process improvements that support the Business/department to drive efficiency.


HR Project Work


  • Lead on HR projects as agreed with the HRD, eg. revision of internal comms approaches

  • To participate in AUKT and Arriva project groups as required





  • To work with managers to identify changes to the Department that will achieve future business needs and in particular process improvements ,cost reduction/revenue generation targets (ie. support in delivering restructures, driving down agency staff usage, re-designing job roles etc).

  • Contribute to the formulation of the HR Strategy to ensure interdependency between the relevant business departmental objectives and CRCL’s strategic objectives.

  • To develop, review, agree and implement HR policies and procedures to meet business goals and objectives, and maximises employee engagement whilst ensuring the correct interpretation of employment law, and maintaining a TU relationship that builds trust and cooperation.  




  • Manage third party contractual arrangements as required by work streams or HRD.

  • Any other reasonable tasks as directed by the HRD.

  • To participate in and attend working groups, project meetings and conferences, both internal and external to the Company, providing HR representation.

  • To provide a high quality, customer focused professional service.

  • To ensure that practice supports equality and diversity legislation.

  • To maintain up-to-date technical and professional knowledge.

About you


  • Good standard of education and working towards CIPD accreditation

  • Experience

  • At least 3 years previous experience of working in a generalist HR role.

  • Proven track record in working on Diversity and Inclusion and health

  • Proven experience of employee engagement focus and success

  • At least 3 years background of management/ senior management teams.

  • Proven experience of working with full range of employee lifecycle processes outlined in key responsibilities

  • Previous experience of delivering projects




  • Working knowledge of MS Word, Excel, Outlook and Powerpoint

  • Up-to-date knowledge and proven application of employment legislation.

  • Desirable: Working knowledge of railway terms and conditions
