Chiltern RailwaysHead of Programmes & Change This role will be based in London, Hybrid working is available As a member of the Senior Leadership Team, the Head of Programmes & Change will be responsible for the co-ordination and governance of projects from start to finish delivering change for customers and colleagues. Leading and developing a small team they will positively engage with internal colleagues and stakeholders overseeing quality through the lifecycle, ensuring on-time and budget delivery. They will provide accurate status updates on all projects and proactively manage programme interdependencies. The role will oversee organisational capacity with a strong focus on deliverability and benefit realisation and ensure change is effectively managed and embedded in to the BAU operation.

Lead the planning and design of projects and programmes and proactively monitor progress, resolving issues and initiating appropriate corrective action

Lead and manage the programme team, establishing a high performing team and developing the capability of wider organisation

Manage the project pipeline and make recommendations to Exec which effectively plan and prioritise in line with strategic and organisational objectives, the change agenda and resource availability to ensure successful delivery

Accountable for the design, delivery and adherence of project and programme processes and procedure including any compliance requirements.

Deliver, accurate, compelling reporting on all projects and programmes accurately and in line with agreed deadlines highlighting risk and opportunity

Work effectively with internal and external colleagues and stakeholders to drive accountability for delivery and provide constructive support and challenge where required

Chair programme and project governance meetings

Ensure effective quality assurance and the overall integrity of project/programme – ensuring clarity of strategic alignment

Accountable for the delivery of projects to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements

Build positive relationships across the business, including but not limited to, procurement, finance, IT, HSSE and infrastructure teams to support the delivery of projects on time and within budget.

Identify and manage the change impact of individual and project portfolios implementing appropriate interventions and strategies

Ensure appropriate activity is in place for transition to BAU

Initiate extra activities and other management interventions wherever gaps in the programme are identified or issues arise

Support the training and development of colleagues to improve the project management capability within the business

Actively promote and support the development of the Programme team within the business

Take a leading role in identifying innovation and best practice within the industry

Establish and foster a culture of continuous improvement by identifying improvements across the business and challenging stakeholders in a positive and constructive way

Engage with and share best practice across the Arriva UK Trains group
Education:
Educated to degree level (or equivalent experience)

Project Management - PRINCE2/APM

Experience:
Experience of leading and managing small teams

Previous experience and a proven track record of project and programme delivery

Change management in an operational business ideally with Trade Union experience

Delivery of projects / programmes in the railway or comparable sector desirable

Development of governance, policy and process

Skills and Competencies:
An understanding of railway operating principles

Experience of project and programme management principles and/or relevant qualification

Proactive problem solver who can work independently to identify and deliver solutions

Ability to build positive relationships across all levels internally and externally and actively coach and mentor colleagues

Intermediate Excel / MS Project / PowerPoint

Strong attention to detail and time management skills to deliver engaging reporting to clear deadlines

Commercial and financial acumen and ability to operate in a multi-stakeholder environment

Effective and persuasive written and verbal communication style

Ability to influence
