Deutsche Bahn International Operations and Aecon Concessions have formed a partnership called ONxpress Operations Inc. to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada. Deutsche Bahn International Operations GmbH is part of the Berlin-headquartered DB group, a world-leading global railway engineering and infrastructure construction and operating business with an extensive international reputation for delivering successful rail development projects globally. Our partner Aecon is based in Canada, and they are a leading infrastructure company that connects roads and transit systems, communication networks and water infrastructure projects across North America and internationally. The partnership will be combined the experience and capability of the ONxpress partnership to enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.

About the project:
This brownfield project will significantly enhance the service delivery proposition for riders across Toronto and surrounding areas and will ensure a long-lasting sustainable economic, environmental and lifestyle contribution to its current and longer-term society needs.

Responsibilities:
  • Establish an IT systems architecture for the Network Operation Control (NOC), that enables fast and efficient development, systems integration, continuous deployments, operations and incremental improvements
  • Develop and Implement an IT NOC strategy as an integral part of the IT Strategy and in close alignment with the Head of IT
  • Establish an open NOC data standard needed to support interoperable integration architectures
  • Create a solution lifecycle roadmap for the NOC IT Systems – plan, organize, control, evaluate and improve the systems (implementation, development, operations) in the alignment of evolving Onxpress needs and priorities
  • Act in alignment with user needs and system functionality to contribute to organizational policy
  • Ensure security of data within the NOC
  • Implement a strong, collaborative customer-centric culture and IT service management procedures to continuously improve the NOC
  • Audit NOC systems and assesses their outcomes
  • Manage the Sub-Contractors, that develop and integrate the IT Systems for NOC, to make sure, that they deliver in Time, Scope and Budget 
  • Maintain internal relationships including collaboration with other entities in the group to ensure seamless interaction and data flows of Asset Data through all relevant IT systems

Qualifications:
  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field
  • 8+ years of experience working in IT operations, supervising technology teams, and overseeing large information technology projects, specifically in Rail NOC’s
  • Specialist domain knowledge of NOC IT management (Rail Traffic Control, Control Room Management Software, Railway Operations Performance Management and Control systems, real-time Revenue Vehicle Management Data, SCADA-based signal and communication systems, Decision Support Systems, Railway Operations Monitoring, Delay Attribution Log)
  • Has a track record of successfully delivering IT projects, ideally in the Rail industry 
  • Perform effectively in a fast-paced, start-up environment – comfortable to act with uncertainty and able to create new systems, policies and procedures quickly and effectively with limited resources for quality and timely implementation
  • Deep understanding of lean principles, agile methods and modern forms of collaboration (BizDevOps)
  • Specialist Knowledge of Software Development and IT Architecture
  • Strong knowledge of project management principles; Prince Foundation certification Certified Scrum Product Owner
  • Excellent leadership and decision-making skills
  • Strong interpersonal skills and ability to effectively communicate with teams across the entire organization
