Job description

Accountability
  • Coordinates all construction requirements from an Operations & Maintenance perspective.  Including but not limited to Group 1 Asset Construction, Group 2 (Facilities) modification works, C5 Enabling Works and Advanced Initial Works.
  • Oversees modifications and construction activities at the Willowbrook RMF, each Layover and Group 2 enhancements as a dedicated specific job function.  
  • Interfaces with multiple work streams and disciplines within ONxpress for Fixed Asset Maintenance requirements into any construction projects, including technical design and review, environmental assessment conditions, construction QA and QC, municipal interfaces if applicable and analyzing potential conflicts, delays or issues that affect the overall ONxpress O&M plan.
  • Manage relationships with external 3rd Party Consultants, Contractors and Internal Partners to ensure deliverables meet contractual agreements.  This includes the participation in regular site meetings to O&M concerns and discuss progress and resolve issues.
  • Monitors Warranty Work allocated through C5 Enabling Projects and/or Initial Works and modifications.
  • Monitors Fixed Asset Maintenance safety and compliance as it relates to Construction Supervision to mitigate risk and ensure compliance with policies and procedures.
  • Manages construction or modification of facilities progress.  This includes analyses of current and future work activities with which to identify deficiencies and opportunities for efficiencies and/or recommends and implements solutions.

  • Provide Lead Function on all works associated with OnCorr Project Constructions.

Responsibility
  • Providing the O&M interface function to Alstom, Aecon and Contracting Authority for all Facilities, Structures & Civils-related topics.
  • Providing strategic leadership and technical expertise to ensure effective Asset management and maintenance unfolds in future.
  • Instructing and supervising O&M technicians / staff working onsite.
  • Carry out frequent Asset inspections and evaluate inspection results elaborated by others, in order to detect critical Asset conditions in a timely manner.
  • Acting compliant to technical Rulebooks and Guidelines (such as AREMA Standards, Transport Canada Regulations, national, provincial and local regulations).
  • Creating overview about individual Asset health, condition and elaborate datasets; implementing and updating the Asset Management and Maintenance Plans for all New Construction Assets.
  • Forecasting the Asset behavior and developing technical measurements to improve the Asset condition, in particular as it relates to new works and modifications at Willowbrook RMF and Layovers.
  • Deciding about future maintenance works to restore or improve Asset condition, and about ad-hoc troubleshooting Asset repair works.
  • Support Claim management function; support other O&M workstreams such as Track, Signaling, Facility, High Voltage Maintenance.
  • Collaborating and supporting with IT team to implement ZEDAS IT solution for Asset documentation and enhanced Maintenance management.

Education
  • Completion of a degree in Engineering, or related field – or a combination of education, training and experience deemed equivalent.

Experience
  • Minimum of 15 years of experience in the maintenance of railroad structures & civils and all related systems
  • Competencies 

Competencies & Skills
  • Knowledge of Railway legislation (e.g. Railway Safety Act, etc.) and Transport Canada Rules and Regulations.
  • Leadership and management expertise
  • Knowledge / experience in North American Railway operation and maintenance process.
  • Knowledge of project management principles and practices, including budget and schedule controls.
  • Assessment and evaluation skills; IT skills.
  • Collaboration, partnership building, relationship management and negotiation skills.
  • Strong written and spoken English.
  • Possesses a valid Ontario driver’s license.
