We are currently seeking an Employer’s Representative & Project Manager to work with us in Ireland. The focus of the role is to act as the client’s delegated authority for contract administration and project delivery across Phase 6 (Construction & Implementation) and Phase 7 (Close out). Ensure safe, compliant, timely, and cost effective execution of multidisciplinary civil engineering works.
Responsibilities:
- Act on behalf of the Client in the administration and management of Phase 6 and Phase 7 call-off contracts, ensuring compliance with the agreed scope, programme, quality and commercial requirements.
- Perform the duties of Employer’s Representative / Project Manager under the applicable contract form, including administration of instructions, early warnings, compensation events / change control, payment assessment and contractual correspondence.
- Lead the delivery of construction administration services, coordinating the inputs of Resident Engineers, design support, safety, environmental and commercial specialists to maintain integrated project delivery.
- Monitor contractor performance against programme, quality, safety, environmental and cost requirements, and take timely action to address emerging risks, delays, non-conformances and interface issues.
- Manage project governance and reporting, including progress reports, risk and issue registers, commercial updates, change logs and other PMP-001 Phase 6 and 7 deliverables required by IÉ.
- Oversee collaboration with IÉ, contractors, designers, stakeholders and internal delivery teams to support efficient decision-making and timely resolution of technical, contractual and delivery matters.
- Support testing, commissioning, safety assurance, handover and entry into service, ensuring that outstanding actions are tracked through to completion.
- Lead Phase 7 close-out activities, including Project Completion Reports, final account support, close-out of handover issues, Defects Liability Period matters, retention release and capture of lessons learned.
- Support the discharge of Health & Safety, PSDP and Section 17 obligations relevant to the role, in coordination with the appointed specialists and wider project team.
Qualifications:
- Minimum 10 years’ experience in the supervision of major civil engineering projects, in line with the tender requirements.
- Degree in Civil Engineering, Structural Engineering, Construction Management or a related technical discipline.
- Proven experience acting in an Employer’s Representative, Project Manager, Contract Administrator or comparable delivery leadership role on major infrastructure or railway projects.
- Strong working knowledge of construction-stage contract administration, including change management, payment assessment, claims handling, risk management and commercial reporting.
- Familiarity with both NEC-based and GCCC / Public Works-style contract environments, with the ability to apply sound contractual judgement during project execution.
- Demonstrated ability to lead multidisciplinary delivery teams and to coordinate design, site supervision, safety, environmental and commercial inputs through construction and close-out.
- Strong stakeholder management and communication skills, with the ability to work effectively with clients, contractors, designers and project partners in a live delivery environment.
- Sound understanding of Health & Safety obligations applicable to construction delivery in Ireland, including coordination with PSDP / PSCS functions and broader assurance requirements.
- Experience in testing, commissioning, handover, defects management and project close-out would be advantageous.
- Relevant professional memberships, chartership and project / contract management training would be beneficial.
- Willingness to travel in line with client and business requirements.
