Head of Procurement & Contracts (f/m/d)
Deliver Egypt’s first High Speed Rail Service with DBEE. DBEE is a joint venture between DB International Operations and Elsewedy Electric. DB International Operations provides rail operations and maintenance worldwide; Elsewedy Electric, global energy and infrastructure solutions provider. Together, we combine strong local capabilities with proven global railway expertise to enable efficient, safe and sustainable passenger and freight mobility on Egypt’s first High Speed Rail network. We are looking for transport and mobility professionals with substantial experience in railway operations and projects in Egypt or worldwide. Join us to deliver this landmark project in Cairo.
The Head of Procurement & Contracts will lead the procurement for the High-Speed Rail project in Egypt. This role ensures timely sourcing and effective contract management while maintaining strong communication with the National Authority for Tunnels (NAT) and other key stakeholders. The role provides strategic leadership, aligns procurement and contractual activities with project objectives to ensure seamless material flow, cost efficiency, and compliance with regulatory and project-specific standards. Previous experience in large-scale rail or infrastructure projects is highly desirable.
Responsibilities:
- Strategic Procurement & Contracts Management: Development and implement procurement strategies aligned with our project objectives, budget and timeline
- Ensure compliance with legal, regulatory, and project-specific requirements for all contracts and procurement activities
- Supplier Management: Selection, Evaluation and Development of suppliers, subcontractors, and service providers
- Analyze relevant markets and ensure supply security at optimal cost and quality levels
- Collaborate with project management and engineering teams to ensure project schedules and technical requirements
- Monitor procurement KPIs and provide regular report to senior management
- Lead and guide the procurement department to enhance performance and quality
Qualifications:
- Bachelor’s Degree in Business Administration, Engineering or Supply Chain Management, Master’s degree preferred
- 12+ years of experience in procurement and contract management - preferably in infrastructure, rail or large-scale construction projects
- Excellent proficiency in English and Arabic (both written and spoken) is required. German - nice to have
- 10+ years of experience in a leading role
- Experience in negotiating and managing high-value contracts combined with high analytical and decision-making abilities
- Strong knowledge of procurement regulations and different ERP systems
- Strategic thinking with proactive approach and adaptability to a project driven environment
- Effective communication with internal and external stakeholder
