We deliver railway expertise to our clients in Central Asia and expand our team of consultants willing to acquire and deliver projects in different countries of the region. We are looking currently for a Team Leader Project Management Specialist/Railway Engineer (m/f/d) to guide our team in the electrification of an existing railway line in Uzbekistan in order to improve railway passenger and freight services and to enable operation of high-speed trains.

The concerned project aims to electrify an existing railway line in Uzbekistan in order to improve railway passenger and freight services and to enable operation of high-speed trains. The electrification project includes construction of traction power substations and section posts, supply and installation of catenary system , external power supply, supply and installation of signaling, telecom and SCADA systems as well as purchase of necessary maintenance equipment and machinery. Financing is provided by ADB (Asian Development Bank) and AIIB with national co-financing.

DB Engineering & Consulting will support the national railway company with consulting services including design review and site supervision. Work will be performed both in the Employer’s headquarters in Tashkent and on the site.

Responsibilities:

The candidate is responsible for all jobs and deliveries to be done under the contract for the consulting and supervision services, i.e. close coordination of the service delivery closely with the PIU-ET as a Team Leader.
For the part financed by the ADB/AIIB, the Team Leader reviews the preliminary design and/or the detailed planning by UTY and/or the contractors for technical and operational reliability as well as feasibility.
The Team Leader supports the PIU-ET in all aspects of contract management up to the completion and handover of the work to UTY.
The Team Leader coordinates collaboration with the responsible UTY employees for the adjacent electrified sections (where traction substations and junctions are further modernized) and ensures the compatibility of planning and installations as well as the interfaces for efficient and economical operation.
The Team Leader takes all necessary measures, including assigning tasks to other specialists in the team, to ensure satisfactory service delivery within the scope of the consultancy contract.

Qualifications:

Bachelor’s Degree or equivalent in the field of engineering
At least 20 years of work experience
At least 10 years of experience in similar railway systems, including high-speed railways operations
Preferably working experience in countries with railways using broad gauge 1520 mm
Professional knowledge in the fields of indicated contracts, experience in interface management, and project and contract management
Good skills in English language and preferably working knowledge in Russian language
Citizenship of ADB member country
Willingness to travel extensively within Uzbekistan as required
