We are seeking a committed and detail-oriented Project Engineer to support the Head of Fleet Owner Management (ECM1) in managing and optimizing the full lifecycle performance of railway assets. This role is key in ensuring regulatory compliance, efficient asset stewardship, and high availability through robust Asset Management, Warranty Management, KPI & RAMS tracking, and Supply Chain oversight.

Responsibilities:
- Support the ECM1 Manager in fulfilling responsibilities under ECM Regulation (EU 2019/779) related to fleet ownership, safety, and lifecycle asset performance.
- Contribute to the implementation and continuous improvement of the Asset Management System, including asset registers, lifecycle planning, and configuration management.
- Track and analyze Key Performance Indicators (KPIs) and support the development and maintenance of RAMS (Reliability, Availability, Maintainability, Safety) performance models.
- Coordinate and monitor Warranty Management activities, including defect tracking, claims processing, and communication with OEMs and suppliers.
- Assist with Supply Chain Management, including tracking availability of spare parts, con-sumables, and long-lead items in coordination with ECM3/4.
- Provide technical support in contract reviews and performance validation of external service providers and component suppliers.
- Collaborate with IT teams to support system integration and data flow across warranty, as-set, and supply chain platforms.
- Prepare periodic reports, dashboards, and presentations for internal stakeholders and man-agement boards.
- Support regulatory audits, internal reviews, and external assessments as required.
- Facilitate knowledge transfer and internal alignment between engineering, procurement, maintenance, and operations teams.
Required Qualifications:
- Bachelor’s degree in Mechanical, Electrical, Systems Engineering or a related technical disci-pline.
- Minimum 3 years of relevant experience in asset management, RAMS, warranty administra-tion, or technical fleet operations.
- Familiarity with ECM functions (especially ECM1) and EU railway regulatory frameworks is an advantage.
- Solid understanding of railway vehicle lifecycle processes and performance management.
- Experience with KPI dashboards, Excel-based analysis, or asset data reporting tools is highly desirable.
- Proficiency in Kazakh, Russian, and English (spoken and written).
- It is required that the candidate brings experience in the local Market (Kazakhstan), living and working in the country.
Preferred Qualifications:
- Experience working in the railway, aviation, or comparable regulated asset-heavy industry.
- Practical exposure to asset management standards (e.g. ISO 55000) and RAMS methodolo-gies.
- Strong attention to detail, structured thinking, and analytical problem-solving skills.
- Effective communicator and team player with experience in cross-functional coordination.
- Willingness to travel across Kazakhstan for project-related activities.
