We are looking for a Contract Manager (FIDIC Engineer Representative) for our Electrification project of a high-speed line in Riga, Latvia.
The electrification project of the 870 km (ENE), double-track high-speed line is the world’s largest electrification project. DB E&C and its partners will provide a wide range of consulting and engineering services, including FIDIC engineering services, and will be responsible for the overall management of electrification in Lithuania, Latvia, and Estonia.
Responsibilities:
- Manage contract disputes appropriately, ensuring all parties understand the employer's expectations and scope.
- Participate in meetings related to financial and contract issues and provide interpretations of contract clauses and conditions.
- Oversee contractor performance to ensure projects adhere to schedule and budget; supervise contract progress including monitoring, assessing cost performance, and attending progress meetings.
- Handle contractor variation orders and claims, negotiate change orders, and formalize variations and claims in line with established procedures.
- Review and approve contractor plans for scope, resource, and cost management, as well as cost-benefit analysis reports.
- Prepare and review cost reports and contractor monthly certificates, ensuring they align with contract and employer requirements, and manage payment approvals.
- Assess contractor compliance with bonds, insurances, and payment guarantees, and continuously monitor documentation.
- Evaluate final payment certificates and the release of retention to ensure all financial transactions are completed as per contractual agreements.
- Assess contractors’ procurement processes for services, subcontractors, and materials, ensuring alignment with employer requirements.
- Manage the close-out of contracts, including finalizing accounts and ensuring all commercial activities are completed.
- Analyze, review, and monitor contractor compliance with contract requirements and its annexes, providing instructions and issuing approvals as necessary for all accountable matters.
- Ensure any changes to contractor documents are approved through the required change request process before implementation.
- Oversee and ensure that contractor management and project controller teams comply with all plans, processes, audits, documents, requirements, activities, and training from project design through to handover.
- Assess the performance of contractor management and project controller teams, and actively drive improvements, providing evidence of contributions to resolving issues.
- Report both internally and externally on the status, planning, outstanding issues, mitigations, and impacts on the contract; also minute and review meeting records to ensure no objections are raised post-discussion.
Qualifications:
- Experience as a Contract manager (FIDIC Engineer representative) within the previous 15 years (until the date of submission of the Proposal) on Engineers side of at least 2 railway project FIDIC yellow or FIDIC red book contracts and each project investment value of at least 50 000 000,00 EUR
- High level of knowledge in MS Word, Excel, PowerPoint.
- Fluency in English is required. Knowledge of Latvian is highly desirable but not mandatory.
The salary range for this position starts in 70000 euros gross
