We are seeking an experienced and skilled local Cost and Financial Disbursement Specialist (m/f/d) for a Railway Infrastructure Project in Egypt. The Cost and Financial Disbursement Specialist will manage project finances, including budgeting, cost control, and financial disbursements. This role is crucial to ensuring that the project stays within budget and that funds are appropriately allocated and tracked.

Responsibilities:

Budget Development and Management: Create and oversee detailed project budgets, ensuring that all financial resources are allocated effectively to meet project goals.
Cost Control: Monitor and manage project expenditures, identifying any variances from the budget and implementing corrective measures to prevent overspending.
Financial Reporting: Prepare regular financial reports detailing expenditures, variances, and forecasts. Ensure transparency and accuracy in financial documentation.
Disbursement Management: Oversee the disbursement of project funds, ensuring timely payments to vendors, contractors, and other stakeholders in accordance with contractual agreements.
Risk Assessment: Conduct financial risk assessments to identify potential issues and develop strategies to mitigate financial risks.
Compliance and Audit Support: Ensure compliance with all financial regulations and support external audits, providing documentation and responses as required.

Qualifications:

We particularly welcome applications from candidates with professional experience in the Egyptian construction sector, including familiarity with local regulations, language, and working culture.

University degree in international finance or a related field.
ISO Certified Internal Auditor an advantage.
Minimum of 10 years of professional experience in railway construction supervision projects.
Practical knowledge and understanding of IFI disbursement and accounting procedures and good understanding and practical knowledge and experience of FIDIC conditions of contract.
Excellent communication, and negotiation skills.
IT and relevant software proficiency,
Fluency in English, Arabic would be a plus.
