We deliver railway expertise to our clients in Central Asia and expand our team of consultants willing to acquire and deliver projects in different countries of the region. We are looking currently for a ECM Expert and Program Manager (m/f/d) based in Astana, Kazakhstan to become a part of the international team and deliver tailor-made solutions for our clients and accelerate the development of railway mobility in Kazakhstan.

Responsibilities:

ECM Establishment and Steering:

- Lead the set-up and operational management of the Entity in Charge of Maintenance (ECM) for rolling stock, ensuring compliance with international and national regulations and industry best practices.

- Support with the certification of the ECM in compliance with Regulation (EU) 2019/779, including establishing the four key maintenance functions (management function, maintenance development function, fleet maintenance management function, maintenance delivery function) and thereby coordinating with certification bodies and ensure the organization meets all requirements for audits and approval.

- Develop maintenance management strategies and processes to optimize safety, reliability, and efficiency

Procurement Management:

- Manage the end-to-end procurement process for rolling stock, maintenance services, and associated equipment, including drafting specifications, tender evaluations, and negotiation of contracts to meet technical and operational requirements

- Ensure alignment with railway industry standards and project goals

Programme and Project Management:

- Oversee large-scale railway projects involving maintenance and rolling stock, ensuring alignment with program objectives, timelines, and budgets

- Apply program management methodologies to ensure integration of ECM activities with overall project deliverables, risk management, and resource allocation

Contract and Stakeholder Management:

- Negotiate and manage contracts with suppliers, service providers, and third parties while fostering strong relationships with stakeholders, including governmental agencies, regulatory bodies, and project partners

- Ensure clear communication and alignment of priorities across all parties

Asset and Risk Management:

- Develop and implement asset management strategies to ensure the effective lifecycle management of rolling stock and related assets

- Identify risks in maintenance operations, procurement, and asset performance, and establish mitigation strategies to ensure long-term project sustainability

Qualifications:

Bachelor’s or Master’s degree in Mechanical Engineering, Rail Systems Engineering, Business Administration, or a related field
Minimum of 8-10 years of experience in railway maintenance management, with a focus on ECM and rolling stock
Proven track record in procurement and contract management, particularly in large-scale rail-way projects
Hands-on experience in establishing and managing ECM organizations, including strategy de-velopment and implementation
Familiarity with European or international ECM standards and best practices
Strong negotiation and stakeholder management skills, with experience working in multicultural environments
Excellent program and project management abilities, with attention to detail and ability to meet deadlines
Solid understanding of asset management principles and lifecycle cost optimization
Fluency in English is required; knowledge of Russian or Kazakh is a plus
Willingness to travel extensively within Kazakhstan and internationally as required
