KAZ - Chief Development Officer (f/m/d)

We are looking for a Chief Development Officer / Deputy General Director for Operations (f/m/d) of Passenger Transport JSC, based in Nur-Sultan, Kazakhstan.

Responsibilities:

• Corporate Governance and Business Development
• Elaborate and implement strategic initiatives and directions for the development of the railway transportation sector, including initiatives for reforming PT JSC.
• Implement strategic development directions and priorities of PT JSC, including the introduction and implementation of sustainable development principles.
• Identify and capitalize on business development opportunities to drive revenue growth, diversify operations, and support the long-term strategic goals.
• Improve corporate governance and development systems, ensuring transparency, accountability, and alignment with international best practices.
• Foster partnerships and stakeholder relationships to advance PT JSC’s reform and development agenda while addressing emerging market trends.

Digitization / IT Direction:

• Oversee the planning, execution, and delivery of complex Digitalization projects to meet business objectives, including the implementation of the National Passenger Transportation Management System project.
• Organize and coordinate information technology and data management development activities, implementation of Digitalization / IT projects aimed at increasing the efficiency of PT JSC activities.
• Ensure that Digitalization / IT initiatives for business transformation align with business needs and deliver value by focusing on cost-efficiency, timelines, and user satisfaction.
• Develop and support of the process of implementation of new design of technological and business processes.
• Operate and develop the Mobius system.
• Monitor emerging technologies and trends to drive digital transformation and maintain a competitive edge, while ensuring compliance with cybersecurity and data protection standards.

Lean Management

• Develop and implement strategies to streamline business operations and enhance efficiency using Lean methodologies (e.g. Six Sigma, Kaizen, value stream mapping).
• Foster a culture of continuous improvement by mentoring teams and promoting data-driven decision-making in your projects.

Other areas

• Develop and monitor KPIs of members of the Management Board.
• Look into the transfer of assets to subsidiaries and affiliates.
• Reorganize the PT JSC group of companies, opening and closing of branches.
• Organising the structure of HQ and branches and represent expenses.
• Participate in PT JSC in tenders to identify carriers.

Your profile:

• Master's degree or doctoral degree/DBA, PhD, postgraduate studies in the specialty preferred (Business Administration, IT Management or similar).
• Minimum 8 years of experience in the field of specialization, including at least 5 years in management positions in the field of specialization and/or in companies comparable in scale, complexity and revenue to KTZ Group, including at least 3 years in DB Group or similar companies.
• Experience of creating and implementing strategy, planning activities, digitalization, information systems, marketing tools and processes in large companies in the area of professional activity.
• Ability to effectively launch a new product on the market, including effective optimization and transformation of business processes, introduction of international mechanisms (practices) to improve the level of corporate governance and strategic development.
• Plan and integrating multiple functions and processes in economics and finance.
• Experience in financial analysis and corporate finance skills along with business management skills and tools.
• Expertise in LEAN tools (e.g., , KAIZEN, value stream mapping) and agile project management methodologies (e.g. Scrum).
• Proven leadership and multicultural communication skills, achieving high results by building team interaction, successful implementation of projects, improving team efficiency.
• Knowledge of the peculiarities of the railway passenger transportation market in Europe, Asia and CIS countries would be an advantage.
• Fluency in Russian and English.
• Willingness to travel as per business and client requirements.
