We are seeking a qualified and driven Project Engineer to support the ECM3 Manager in the im-plementation and development of the Entity in Charge of Maintenance (ECM) system, with a spe-cific focus on the ECM3 (Maintenance Development) and ECM4 (Maintenance Delivery) interface. This role includes hands-on support in Fleet Management, Work Order and Warranty Manage-ment, and Maintenance Quality Inspections on site.

Responsibilities:
- Support the ECM3 Manager in executing ECM3 responsibilities, particularly in developing maintenance strategies, technical documentation, and improvement processes.
- Provide operational support for Work Order Management, ensuring data integrity and pro-cess adherence in the maintenance management system.
- Oversee and coordinate Warranty Management on site, including tracking of defects, claim submission, and communication with suppliers and vehicle manufacturers.
- Conduct Maintenance Quality Inspections on site to ensure compliance with defined maintenance procedures and standards; support the interface between ECM3 and ECM4 functions.
- Act as a liaison between project stakeholders (KTZ, Stadler, Talgo, other operators) and in-ternational ECM experts to ensure technical and organizational alignment.
- Contribute to the development and operationalization of the Fleet Management strategy, including monitoring performance, availability, and cost-effectiveness of rolling stock.
- Assist in the implementation and adaptation of IT tools and systems used for asset and maintenance management.
- Analyze maintenance data, identify trends, and support the development of corrective and preventive actions.
- Assist with benchmarking, reporting, and documentation required for internal and external reviews.
- Support internal training and capacity building efforts to align local teams with ECM pro-cesses.
Qualifications:
- Bachelor’s degree in Mechanical, Electrical, or Industrial Engineering (or related field).
- Minimum 3 years of relevant work experience in fleet management, rolling stock mainte-nance, or project engineering roles.
- Hands-on experience with work order systems, warranty coordination, or maintenance quality inspections is strongly preferred.
- Familiarity with ECM regulations (EU 2019/779) and rail sector standards is an advantage.
- Proficiency in MS Office tools; experience with CMMS or EAM systems is highly desirable.
- Strong communication skills in Kazakh, Russian, and English.
Preferred Attributes:
- Experience working within railway projects or multinational project teams.
- Understanding of Stadler or Talgo train platforms or comparable rolling stock.
- Exposure to digitalization tools for maintenance and fleet operations.
- Proactive mindset with strong organizational and analytical skills.
- Willingness to travel within Kazakhstan as required.
