For our consulting team in Tashkent, Uzbekistan, we are looking for a passionate Resettlement Expert (m/f/d) to deliver unique and modern consulting solutions for our customers across the region. The successful candidate will play a critical role in ensuring the successful planning and implementation of resettlement activities for railway projects in compliance with international standards, local laws, and company policies.



Your responsibilities: 


  • Develop and implement Resettlement Action Plans (RAPs) in accordance with international standards (e.g., World Bank/ADB Safeguard Policies) and local regulations
  • Manage and coordinate the preparation, updating, implementation and monitoring the approved Land Acquisition and Resettlement Plan (LARP/s), lndigenous People Plan (lPP/s) and/or Eth-nic Minority Development Plan (EMDP/s), if any, as required by the SPS 2009 and loan agree-ment
  • Manage and monitor the implementation of safeguards in accordance with procedures agreed with ADB
  • Set up internal monitoring system оп the project's social and resettlement issues and require-ments
  • Set up redress and grievance mechanism for project activities
  • Conduct socio-economic surveys, consultations, and stakeholder engagements with affected communities
  • Design resettlement strategies to minimize adverse social impacts and ensure fair compensa-tion
  • Build strong relationships with local authorities, project stakeholders, and communities
  • Organize and lead public consultations to address concerns and share information regarding the resettlement process
  • Resolve any disputes that may arise during the resettlement process
  • Ensure compliance with international and national resettlement guidelines
  • Monitor and evaluate the implementation of resettlement programs to ensure timely delivery and effectiveness
  • Prepare detailed progress reports and impact assessments for internal and external stakehold-ers and maintain accurate records of all resettlement activities
  • Prepare high-quality reports for donors, clients, and regulatory agencies
Qualifications:


  • Bachelor’s or Master’s degree in Social Sciences, Anthropology, Urban Planning, Environmental Studies, or a related field 
  • At least 15 years of professional experience in resettlement planning and implementation, preferably in the railway or infrastructure sectors
  • Strong understanding of international resettlement standards and regulatory requirements and procedures (e.g., World Bank, ADB, IFC) and local Uzbek resettlement laws
  • Excellent communication, negotiation and interpersonal skills to collaborate effectively with diverse stakeholders, e.g. local authorities, regulatory bodies, and government agencies 
  • Strong analytical skills with the ability to assess complex situations and make informed decisions
  • Excellent project management and problem-solving skills
  • Ability to work effectively in a multicultural and multidisciplinary environment
  • Proficiency with MS Office suite (Word, Excel, PowerPoint)
  • Readiness to travel within Central Asia 
  • Proficiency in English and Russian; knowledge of Uzbek is an advantage
