Our branch in Riga, Latvia seeks a motivated and experienced Bid Manager, with experience in preparation of tender responses for variety of railway projects (related to tracks, bridges, tunnels, stations, other facilities, buildings / offices, depots, construction worksites, maintenance facilities, trains and other). The position requires preparation of tender responses on the Baltic market for provision of consultancy services in the field of construction supervision, design, preparation of studies, restructuring of railway companies and similar. In this challenging and multifaceted position, you will be a part of our unconventional, highly agile, innovative, international team.
Responsibilities:
- Monitor of tender publications, industry reports, infrastructure projects and programmes and all other means of potential opportunities identification.
- Identify appropriate companies and partners for successful submission of tender response.
- Lead, prepare and submit bids (technical and commercial offers) within customer defined timeframes, budgets and requirements.
- Lead all aspects of the bidding process to drive collaborative working with teams in planning & design, producing and submitting high quality tender responses.
- Monitor market trends in railway sectors (both private and public) and prepare market reports.
- Coordinate all internal and external interfaces involved in the bidding phases.
- Analyse the requirements of tender documents and explain them to different management levels within the company.
- Support the sales unit and maintain close cooperation with the technical departments.
- Make certain that all clients’ questions are answered, and their needs are met.
- Preparing and reviewing all commercial aspects of bids, ensuring that all costs are included in the final price.
- Guarantee a cost-effective and high-quality tender and establish company-wide standards for the bid management process of DB E&C.
- Ensure that the bid process is compliant, in line with our company’s policies and procedures. Strictly adhere to internal and external deadlines.
Qualifications:
- B.Sc. or M.Sc. degree and / or relevant experience as a bid coordinator in the transport / railway sector / project management.
- International experience across many disciplines within the consulting and / or rail / design / engineering / construction / transport industries is desired, with the ability to understand technical terminology.
- Minimum 3 years of experience developing proposals to secure contracts for large value, complex projects.
- Experience in coordinating the bidding process and preparing bid templates
- Experience in compiling company project experience credentials documents, formatted CVs and capability statements, references, certificates etc. for bids.
- Excellent project management capability, including the ability to work under pressure and manage different bids, working within tight deadlines.
- The ability to deliver complex documents independently.
- Customer orientation and ability to understand requirements and apply technical skills to create a winning solution.
- Commercially adaptable experience and knowledge of Latvian and Lithuanian public procurements systems.
- Proven experience and knowledge of different procurement procedures and guidelines (i.e. International Financing Institutions such as World Bank / EBRD / EIB / UNDP / EU-PRAG and other).
- Flexible working is a must as you might be required to travel to meet business needs.
- Fluency in Latvian and English. Additional languages would be a plus.
- Proficiency with MS Office suite (Word, Excel, PowerPoint), SharePoint, Salesforce and Adobe software.
The salary range for this position is 2500 to 3000 euros gross (depending on experience and qualifications).
