For this bid/project we are seeking a Chief Operation Expert (f/m/d) for a Semi High Speed Rail Project in Delhi, India.

Responsibilities:
- Implementation of O&M strategies for the RRTS system, ensuring compliance with approved standards, procedures, and international best practices.
- Monitor operations and maintenance activities to ensure service reliability, safety, and efficiency.
- Review of O&M manuals, SOPs, procedure orders, and O&M documents in alignment with statutory requirements.
- Prepare disaster management plans, emergency response protocols, and ensure integration with city- and state-level disaster management authorities.
- Finalize operational control strategies suitable for different stages.
- Prepare and review train schedules, ensuring efficiency, headway adherence, and synchronization with demand forecasts.
- Assess manpower requirements across all O&M functions (operations, maintenance, safety, customer service).
- Assist in defining job descriptions, qualifications, and competency frameworks for O&M staff in line with international standards.
- Planning of the requirement of all spare parts with sufficient inventory necessary for continuous operations.
- Documentation of latest trends both in domestic and international market regarding implementation and operations & maintenance which can be relevant to Employer.
- Monitor the Empty Trail Runs and assist the Employer by providing guidance in best international practices.
- Assist the Employer in asset handover from project and DLP management.
- Any other roles and responsibilities required to be performed to complete the project and assigned by the PD/Employer.
Qualifications:
- Minimum of 20 years of post-qualification experience in any rail-based passenger transit system.
- At least 5 years of experience in operations of a rail-based passenger transit system as Chief Operations Expert or in an equivalent position.
- Prior experience as Chief Operation Expert in an “Eligible Assignment,” defined as working as personnel of a General Consultant (GC), Project Management Consultant (PMC), or Employer, including roles with the Authority or Concessionaire responsible for project implementation.
- Minimum of 3 years of experience on rail-based passenger transit projects operating at speeds of 160 km/h or higher in countries classified as “developed” under UN definitions.
- Bachelor’s degree in any branch of engineering or equivalent qualification.
- Proficient in reading, writing, and speaking English.
