Operation Control Center Expert (f/m/d)

We are seeking an Operation Control Center Expert (f/m/d) as a part  of our DB Engineering & Consulting GmbH Abu Dhabi. The job opening is in Abu Dhabi, UAE, and offers exciting challenges and potential for career growth.

Responsibilities:

• Oversee technical design reviews, provide comments, and approve OCC designs for compliance with relevant codes, requirements, interfaces, and standards
• Review cybersecurity and network architecture: segmentation, access controls, monitoring, redundancy, disaster recovery, and time synchronization
• Validate functional and data interfaces for field assets, stations, signalling, traction power, and rolling stock
• Apply human factors and HMI ergonomics; assess console layouts, screen workflows, alarm philosophy, staffing levels, and OCC SOPs for usability and safety
• Ensure configuration and change control by maintaining baselines, managing design/software changes, and assessing impacts with requirements traceability
• Supervise QA/QC of contractor deliverables and site works, including inspections, audits, and site visits at all project stages
• Review and approve contractor method statements, procedures, inspection/test plans; supervise site works and commissioning
• Manage non-compliances, corrective actions, and resolve quality issues with contractors
• Monitor and ensure HSSE compliance through inspections, audits, and regular meetings
• Coordinate with local authorities to ensure compliance with public authority regulations
• Manage stakeholder relations, coordinate permits, licences, consents, NOCs, and maintain application databases
• Oversee delivery of new or modified assets for third-party stakeholders and ensure compliance with requirements and standards
• Review and accept system assurance and RAMS studies; manage safety/security assurance and support safety certification
• Supervise and manage all testing and commissioning activities, witness tests, and review compliance reports
• Support risk management, change management, and cost control processes, including risk registers, cost databases, and dispute resolution
• Lead design and engineering meetings, resolve comments, and oversee integrated approval of design packages and interfaces

• University degree (preferably Master’s and/or Chartered Engineer status)
• Minimum 15 years of experience in managing design and/or construction of rail projects, especially in the relevant expertise area
• Experience in delivering High-Speed Rail (HSR) projects is mandatory
• Prior experience in the same position on similarly sized projects
• Local Experience in Middle East and/or UAE project experience is advantageous
• Fluent in spoken and written English ins mandatory; Arabic language skills would be an advantage
• Strong project management, integration, and coordination skills across all project phases (design to close-out)
• Ability to work with multidisciplinary teams and interface with stakeholders, contractors, and authorities
• Proven record of successfully delivering similar complex projects in the same role
• Strong skills in quality assurance, risk management, and operational readiness
• High commitment to accuracy and integrity in documentation and reporting
