Operations Planning Lead / Airport Express Operations Expert (f/m/d)

We are seeking an Operations Planning Lead / Airport Express Operations Expert as part of our DB Engineering & Consulting GmbH Branch Office. The job opening is located in in the Middle East and offers exciting challenges and potential for career growth. 

Responsibilities:

• Leading the development of the operational concept and operating strategy for a high-performance Airport Express rail system, including service patterns, capacity, reliability and operational performance 
• Demonstrating strong expertise in rail operations planning within an airport-linked environment, including passenger processes and baggage handling interfaces 
• Interpreting and applying data from transport modelling and passenger flow analysis to support planning and design decisions 
• Managing and contributing to feasibility studies, concept design and preliminary design for major rail infrastructure projects, ensuring integration of operational requirements 
• Defining operational and performance requirements and translating them into technical specifications for design and tender documentation 
• Assessing transport demand, capacity needs and service scenarios, including peak demand management 
• Supporting the development of cost estimates (CAPEX/OPEX), lifecycle strategies and business case inputs 
• Coordinating with clients, airport authorities and key stakeholders, ensuring alignment and interface management 
• Contributing to safety, security and system assurance planning, including risk identification and mitigation 
• Supporting tender preparation, bid evaluation and coordination of multidisciplinary teams and deliverables

• University degree in Engineering, Transport Planning, Operations Management or a related field (Master’s degree preferred)
• Minimum 15 years of professional experience, including at least 10 years in rail, metro or airport express operations planning
• Proven experience on at least two large-scale (mega) rail, metro or airport express projects
• Strong expertise in airport–rail integration, including passenger flows, baggage handling systems and operational interfaces
• Demonstrated experience in feasibility studies, concept design, preliminary design and preparation of tender documents
• Solid understanding of operations and maintenance strategies, lifecycle planning and cost modelling (CAPEX/OPEX)
• Knowledge of international rail standards (EN/ISO/IEC) related to rail systems, safety and system assurance
• Experience working in complex, multi-stakeholder environments, including public authorities and operators, infrastructure developers) 
• International project experience required; Middle East/GCC experience is an advantage
• Excellent communication and stakeholder management skills, with full professional proficiency in English
