For this BID, we are seeking a Senior PMO Manager as part of DB Engineering & Consulting GmbH, Qatar Branch. The job opening is located in Doha, and offers exciting challenges and potential for career growth.

Responsibilities:

Establish, implement, and manage the PMO function, aligning with international standards and client requirements.
Oversee programme planning, scheduling, cost and risk controls, and change management.
Monitor and analyse execution of project initiatives, ensuring alignment with project objectives and timely delivery.
Support executing entities in planning initiatives and managing associated risks.
Lead, mentor, and manage a multidisciplinary team, ensuring high-performance delivery.
Develop and maintain a robust KPI system to monitor project performance.
Conduct regular data gathering and analysis to inform decision-making and reporting.
Ensure rigorous financial and progress reporting to senior management and clients.
Develop and implement project controls mechanisms for forecasting, reporting, and variance analysis.
Manage stakeholder relationships across contractors, consultants, regulatory authorities, clients, and government entities.
Facilitate knowledge transfer to ministry staff.
Oversee contractual change, claims and variation processes, and ensure project governance adherence.
Identify, assess, and manage risks and issues, proactively driving mitigation measures.
Represent the PMO in internal and external meetings, ensuring timely resolution of actions and open communications.
Support delivery of safety, quality, schedule, and budget targets through robust project controls.

Qualifications:

At least a Master’s degree in Engineering, Project Management, or related field.
At least 16 years of professional experience, with proven experience in senior roles within the transportation infrastructure of at least 11 years.
Proven track record in delivering at least 2 major railway projects in a similar role (Senior PMO Manager, Programme Controls Manager, or equivalent).
At least 3 years of previous working experience in GCC region (Gulf Cooperation Council) re-quired.
In-depth knowledge of international best practices in programme management (e.g. PMI, Prince2, APM).
Demonstrable leadership and team management skills in a multicultural setting.
Excellent communication, analytical, and stakeholder management abilities.
Fluency in English; Arabic language skills advantageous.
Willingness to travel as per project/client/company requirements.
