For this BID, we are seeking a Senior PMO Manager as part of DB Engineering & Consulting GmbH, Qatar Branch. The job opening is located in Doha, and offers exciting challenges and potential for career growth.



Responsibilities:

  • Establish, implement, and manage the PMO function, aligning with international standards and client requirements.
  • Oversee programme planning, scheduling, cost and risk controls, and change management.
  • Monitor and analyse execution of project initiatives, ensuring alignment with project objectives and timely delivery.
  • Support executing entities in planning initiatives and managing associated risks.
  • Lead, mentor, and manage a multidisciplinary team, ensuring high-performance delivery.
  • Develop and maintain a robust KPI system to monitor project performance.
  • Conduct regular data gathering and analysis to inform decision-making and reporting.
  • Ensure rigorous financial and progress reporting to senior management and clients.
  • Develop and implement project controls mechanisms for forecasting, reporting, and variance analysis.
  • Manage stakeholder relationships across contractors, consultants, regulatory authorities, clients, and government entities.
  • Facilitate knowledge transfer to ministry staff.
  • Oversee contractual change, claims and variation processes, and ensure project governance adherence.
  • Identify, assess, and manage risks and issues, proactively driving mitigation measures.
  • Represent the PMO in internal and external meetings, ensuring timely resolution of actions and open communications.
  • Support delivery of safety, quality, schedule, and budget targets through robust project controls.

Qualifications:

  • At least a Master’s degree in Engineering, Project Management, or related field.
  • At least 16 years of professional experience, with proven experience in senior roles within the transportation infrastructure of at least 11 years.
  • Proven track record in delivering at least 2 major railway projects in a similar role (Senior PMO Manager, Programme Controls Manager, or equivalent).
  • At least 3 years of previous working experience in GCC region (Gulf Cooperation Council) re-quired.
  • In-depth knowledge of international best practices in programme management (e.g. PMI, Prince2, APM).
  • Demonstrable leadership and team management skills in a multicultural setting.
  • Excellent communication, analytical, and stakeholder management abilities.
  • Fluency in English; Arabic language skills advantageous.
  • Willingness to travel as per project/client/company requirements.
