We are seeking a Talent Acquisition Manager Near Middle East (f/m/d). Our KSA branch will serve as a strategic hub for talent acquisition activities, supporting a diverse portfolio of projects and bids across the Middle East region. DB Engineering & Consulting is currently engaged in key initiatives throughout the Near and Middle East, including the Kingdom of Saudi Arabia, the United Arab Emirates, Qatar, Bahrain, and Egypt. Responsibilities:
- Manage the entire recruitment process end-to-end and take responsibility for the successful placement of complex BID and project vacancies using our applicant tracking system.
- Serve as a trusted advisor and point of contact for hiring managers and other interfaces in all aspects of the operational recruitment process, ensuring alignment with international market requirements and corporate goals.
- Draft targeted job advertisements in close coordination with internal interfaces, screen and shortlist applicants and independently conduct interviews, taking ownership of filling open vacancies with suitable candidates.
- Proactively identify, approach and engage suitable candidates through active sourcing of social networks, ensuring a strong pipeline of qualified talent for current and future hiring needs.
- Ensure an excellent candidate journey by providing timely communication, transparent feedback and a positive interview process that strengthens the employer brand.
- Build, maintain and strategically leverage international talent pools for critical profiles, senior experts and professionals to ensure sustainable staffing needs in regional BID projects and local branches.
- Collaborate closely with International HR in Germany, serving as governance while actively contributing to the implementation of new processes, standards and tools to improve efficiency and quality in recruitment.
- Maintain accurate and up-to-date candidate and recruitment data in the applicant tracking system, enabling reliable reporting and informed hiring decisions.
Qualifications:
- Bachelor’s or Master’s degree in Human Resources, Business Administration, Psychology or a related field.
- Several years of professional experience in end-to-end recruitment, preferably in an international and project-driven environment and ideally in railway, combined with a proven track record in filling complex positions (e.g., BID, project management, or technical roles).
- Collaborative, solution-oriented team player who contributes to shared goals and fosters a positive working atmosphere, paired with a structured and analytical mindset, bringing clarity and precision to complex situations.
- Proactive, results-driven and hands-on personality with strong organizational skills, flexibility and resilience to manage multiple priorities in a dynamic environment, while taking ownership and accountability for achieving recruitment goals and filling complex vacancies.
- Strong interpersonal skills with empathy and professionalism, able to build trust and act as a reliable advisor.
- Internationally minded with high intercultural competence and the ability to adapt smoothly across diverse environments.
- Excellent communication and presentation abilities in “regional language" and English; additional languages such as German are a plus.
