For this project we are seeking a Team Lead/Project Director for a Semi High Speed Rail Project in Delhi, India.

Responsibilities:
- Lead and supervise the team responsible for planning, construction, and successful commissioning of the project; provide technical, contractual, financial, and legal guidance to project teams.
- Serve as a liaison between the GC, NCRTC, and other stakeholders, ensuring regular communication and coordination on matters related to successful implementation of the Sarai Kale Khan to SNB section of NCRTC.
- Oversee design deliverables and project supervision, including quality assurance, safety, environmental compliance, interface management, and timely progress.
- Prepare project strategies and plans; review and monitor implementation schedules, ensuring alignment with overall project timelines; provide regular progress updates to NCRTC; plan mobilization and demobilization of team members.
- Ensure compliance with requirements of multilateral funding institutions.
- Establish procedures for managing changes in project criteria or scope.
- Act as the Engineer during the construction stage, as per the consultancy scope—supervising works and services, maintaining documentation, managing correspondence, conducting inspections, overseeing payments, and safeguarding adjacent properties.
- Establish and oversee documentation procedures for all works and contracts.
- Review procedures for construction and operational safety measures.
- Review and approve bid documents to ensure risk mitigation to surrounding infrastructure (e.g., buildings, utilities, flyovers, metro structures); ensure compliance with funding agency procurement guidelines; support NCRTC in bid appraisal and evaluation.
- Prepare monthly and quarterly progress reports for NCRTC and funding agencies, highlight schedule deviations, and propose catch-up plans.
- Assist NCRTC in contract management, claims resolution, dispute and arbitration proceedings, and provide timely responses with technical and legal justification.
- Conduct periodic site inspections during the defects liability period; ensure timely corrective actions and advise on related financial implications.
- Supervise integrated testing and commissioning; prepare the project completion report consolidating as-built documentation and progress data.
- Review, analyze, and recommend proposals related to property development and transit-oriented development, including financial aspects and non-farebox revenue models.
- Perform any additional duties required to ensure successful implementation of the Sarai Kale Khan to SNB section of NCRTC, as directed by the Employer.
- Minimum 25 years of post–Bachelor’s degree experience in the infrastructure subsector related to transport and logistics.
- At least 5 years of experience in the transport and logistics infrastructure subsector as a Team Leader or in an equivalent leadership position. Experience in a role one level below the proposed position may also be considered.
- Experience in at least one Eligible Assignment as a Team Leader or equivalent role, or one level below, with a continuous full-time deployment of not less than 2 years.
- Minimum 3 years of experience on rail-based passenger transit system projects with an operational speed of 160 km/h or higher in developed countries.
- Graduate in Civil Engineering.
- Working proficiency in reading, writing, and speaking English.
