We are seeking a Team Leader/ Operation & Maintenance Technical Advisor (m/f/d)

Responsibilities:

Lead the overall O&M Technical Assistance assignment, acting as the primary interface with the client, contractors, operators, suppliers, and key stakeholders while managing a multidisciplinary team and ensuring timely delivery of project outputs.
Advise on the development and implementation of the O&M strategy, organizational structure, governance model, staffing plans, competency frameworks, recruitment, and workforce development.
Develop and validate operating concepts, SOPs, emergency procedures, service plans, customer service standards, and operational readiness activities to support testing, commissioning, trial operations, and revenue service launch.
Review and optimize maintenance and asset management strategies, including maintenance plans, depot and workshop readiness, spare parts management, fleet and infrastructure readiness, maintenance systems, and performance monitoring.
Establish KPIs, service level requirements, quality assurance and continuous improvement frameworks, while supporting training, certification, knowledge transfer, and capacity building for O&M personnel.
Provide technical support for O&M contracts, system and stakeholder interfaces, documentation reviews, risk management, and transition to commercial operations, ensuring safe, reliable, and sustainable service delivery.

Qualifications:

BSc or higher degree in Transport Engineering, Railway Operations, or related
Fluent in English and proficient in MS Office tools.
Strong leadership, communication, and interpersonal skills
Professional Experience
Minimum 15 years of experience in urban rail/tramway O&M, including international assignments.
At least 5 years in a leadership role managing & operation of tram or urban rail operations, including rolling stock, signaling, power supply, and related systems.
Proven track record in developing countries, with adaptability to-different cultural and economic environments.
Strong project management and stakeholder coordination skills.
